Well I'm a welder and a machinest. Here's how I'd do it. Remove the upper. Remove the barrel. Contact I don't know any of the barrel manufacturers on the board. Tell them you need this. Get the new barrel re assemble the rifle. Store or sell the old barrel. Better yet store or sell the old upper assembly and get a new upper built to the specs you want.
Welding the hole then you might warp the barrel. 4130 has to be heated (I don't have the book but most hi chrome has to be +800 F.) If the weld drips into the bore then you are looking at a bore obstruction and you rifle will be torn down fast. Maybe you can buy that new bolt carrier you wanted.

Might be way easier and cheaper to think new.
