They have rifled barrels, therefore meet the definition of a pistol is my guess.

I would also guesse that either because it has a rifled barrel or shoots a pistol caliber (.45 Long Colt) as well then it is a pistol thumb.gif

The site Lon posted earlier explains the underbarrel shotgun mounting legalities:
This is a Pre-ban Sendra AR15 with an M16 upper receiver assembly. The shotgun is a Remington 870 AOW, with 14.5 inch barrel. An 18 inch barrel must be used to comply with the NFA Regulations.
