My main bench, I do bullets and brass below the bench due to weight. Above the bench (It has shelve doors which I keep closed), I keep primers, just the powder I'm using, and tools (hand tools and dies).
My bulk powder, I keep on another shelf farther away in case of an accident for safety sake.
I have limited space so it works pretty well for me. I have to stand up to get into the upper shelves so due to what's in there, not in there too often, only during setup. The stuff I need to access more frequently is below and I can pull as needed as I load with minimal effort or time.
As I load, I use loading trays plus a box for bullets, but I always seem to be going "Damn" finding something on the brass I don't like then needing to replace it or when I missed my count on say bullets taking from bulk to my loading bench. Primers because of the way they are packaged, are pretty easy to keep track of.
Just like your reloading equipment, your bench should be to minimize labor content, time.
