I think its both... I got a copy of mine and so did the class 3 dealer ,but I am not 100% sure as some things have changed this year. You know how it goes bro someone who has done this more recently will be along shortly to advise further.

The form 4 will go to the seller Class III dealer, then the delaer will contact you to come and pick up the NFA item and the original form 4 from the ATF.
